He does hold back, he only doesn’t when people force his hand, like when Thor mentioned Odin having plans for Atreus, Heimdall swearing he’ll gut Atreus, and Modi being an ass, he can probably destroy the entire pantheon without breaking a sweat if he wanted to because gods grow stronger the longer they live, but he chooses not to because he doesn’t want to be that monster anymore, and he doesn’t want his son to see what he once was, or unintentionally hurt his son in the process
