The marines malevolent are the prime example of the phrase: there is no innocence, only varying degrees of guilt. There is a novel where they kill some few thousands civilians and wounded in a field hospital. When the Salamanders, who fought with the Marines Malevolent on this planet found out, Tu'shan, the chapter master of the Salamanders, went to the commanding officer of the MM and beat the everliving sh*t out of him. I dont know the name of the novel but Reddit might. i dont know If you'd be down for it, but reading a small excerpt out of this or another Warhammer book and anaylizing it with your usual intellect and style would be a video format i would be more than happy to watch. Anyhow, keep up the good work

The marines malevolent are like the Iron Warriors, I don't think it has much to do with guilt, but they hate weakness, and they view the average citizen as weak.
I think once when questions why they used civilians are bait they responded with "Those civilians should be happy they were of use to the imperium."
