If your car is moving/rolling still after you pull the hand brake all the way up then you have to actually remove the rear tires and access the star nut inside the drum brake housing and adjust accordingly to make it tight and engage again , that’s the proper way of adjusting a hand brake

Just got a 2021 crosstrek manual delivered (14 hours from nearest dealer) the e-brake is loose as hell and doesn't hold car on an incline even pulled too the max..... hoping adjusting will be a similar task in the 2021..
Does this actually tighten the brakes for the e brake or just the handle. Meaning the e brakes them selvs engage more quickly ?i got a 2022 that i have to pull the handle to 12 oclock to get almost normal engagement and the dealership did nothing said it was fine but ive never had an e brake this loose
it does tighten the brake. make sure you have 7-8 clicks. (factory spec) if its that far off then loosen the nut, remove wheels and caliper. tighten the adjuster until the rotor can't move, back off 5-6 click and rotor should move smoothly both ways. then tighten the nut where the handle is. this method also clears the brake shoes from hitting the rotor
Wait the threads on my stick out so far that over time it rips through my boot. Is it supposed to be that tight? I bought my car like that. Car doesn’t roll or anything when I engage it though.
I have a 2009 forester. The parking (emergency) brake lever pulls up almost all of the way and doesn't engage properly. Can I adjust it in the same way shown in your video?

I would go ahead and give it a try, Subaru designs their products with a lot of similarities.
My emergency brake squeaks when i release the handle (sound comes from the handle area). Could a loose cable be the cause of this?

No. Tension in a mechanical e brake is what makes it work.
I have a 2013 and there is no bolt there.
My 12 wrx doesn’t have that bolt 🥺
