Part of the financial difficulty that ST:TMP faced was Paramount's action to roll-in all the costs incurred for the (aborted) Star Trek Phase II TV series: set costs, script writing, etc. and numerous script writing attempts for TMP.

Yes, true! The studio calculated a then-record production budget of $44 million. Very costly.

@@OnTheInsideYT Add to that the salaries for the actors/actresses who'd been hosed (financially) by Paramount's "creative bookkeeping" on the money earned on the I.P. between the series cancellation (notwithstanding voice work for TAS) and the start of production for TMP. There's an old story that Shatner, for a time, was living in a camper on a truck. Nimoy held out until just before the movie announcement (hence LT. Xon - played by the actor who was recast as the Commander of Epsilon 9).
