This is not really a big problem. The biggest problem now is many stores, are not even checking ID when you use your card, which mean, a person can pick your card and use it without any ID. Before chipped cards, many years back, everyone was asked to show their second ID.
Clerk got 2yrs probation for stealing someone's hard earned money, possibly life savings. Most people will say that the credit company's cover the loss. But what dies it do to your credit rating. What happens when you get a lien on your account.
Someone stole my wife’s credit card. I didn’t report it because they spent less money than she did.
when you are smart enough to design and program a card skimmer but completely forget the camera exists

I like the policies some countries have that would totally curtail a lot of these thieves.

The sad part is that we need credit to do ANYTHING in this country so we will always need credit cards, so this problem will never go away.
