Maybe use dry thermite in your ignitor along with the magnesium? The paste might be too wet to start the ignition on it's own, but if you jumpstart it with dry thermite it might get hot enough to continue the reaction across both mediums.
Add some sodium or potassium perchlorate if you want shearing mixture. The perchlorate should be in excess and aluminum must be course. Used this mixture to cut up scrap at a junkyard. Mainly because we had a bottomless amount of aluminum turnings and rust, leaving the perchlorate as the only component that we had to buy. It actually burns the metal rather than simply melting it. We used it sometimes for direct shearing, sometimes to prep for cutting with a torch. Usually used for scrappling large heavy assemblies that would take up too much space in the bins.
It’s extremely hard to ignite and needs a match wrapped in magnesium just to stay ignited- I suspect if you can overcome the ignition issues there’s a chance it would work? But there’s lots of other options for thrust!!
