  • Following the results of the FY-15 Chief Selection Board, two of the Navy top Master Chiefs joined the Weekly Wire Rundown to share their experience serving on selection boards and offer advice on what Sailors can start doing now to stand out next cycle.
    Manpower, Personnel, Training and Education (MPT&E) Fleet Master Chief April Beldo and Navy Reserve Force Master Chief CJ Mitchell answer questions about the board ranging from how Sailors can stand out in their peer group to what they should include in their letters the board.

    Great advice! Record check is vital. I found a page of an eval missing. This was back in 82 when it was on microfiche. Sent in a letter to get it corrected. I had some great leaders in my 22 year career. I was lucky enough to make CTO3/2/1 the first. Made CTOC the first time. Made CWO2 the first time and was early selected for W3/4. Taking care of your sailors and getting the job done are the two most important criteria in my opinion.

    Best piece of advice is to buy some quality knee pads and practice your BJ skills. Pretty much a guaranteed way to get promoted from my navy experience.

      JB, that's pure cynicism and you don't have a clue. I was initiated in 1997 , as a Commander, and am an Honorary Chief. I've participated in all but two initiations since then. I certainly didn't kiss anybody's ass for that honor. When the mess told me they wanted to initiate me, I was stunned; never saw that coming. I never heard of that before. I know what the preparation is for enlisted, I know how the boards work, and I see the results they produce. Ultimately, the needs of the Navy prevail. Some rates are practically closed. Too bad, but you may not be advanced in a closed rate. If you can't make Chief, you are to blame. Don't look for scapegoats or resort to excuses.

      This guys an officer giving his observation on what it takes to advance in the enlisted ranks... this is laughable. “Too bad” your rate is closed was also laughable, as if that’s your fault the navy over packed a rate and road blocked your advancement opportunities. Officers are the fucking worst, guaranteed promotions and dominion over others because they went to college - this is why the military is a fucking shit show and also why nobody (enlisted) respects officers. Most of them have very little real world or job experience and lack the basic common sense and street smarts to lead and reach those they preside over. The officer corps is full of self importance and entitlement which which often drives their decisions and often gets enlisted ppl killed. But that usually doesn’t bother them as you can tell by Scott’s post how he feels about enlisted members and their futures by his ‘too bad so sad’ position on this topic.

      @SCOTT SMITH I had horrible leadership to the point that it terrified me to re-enlist and end up with the same self-serving dickheads in charge of me again. If you were a mustang I’m sure you’re amazing at looking out for you and only you, it seems to be the only way to do it. You were probably that token white guy in Fil-Am, the one spent most of his working hours outside the shop, hob-knobbing the brass and chiefs mess at all the unnecessary committees and various functions while your shipmates were back at the work space picking up your slack bc you were too busy giving reach arounds trying to push your officer package through.

    Lot of interesting negative comments lol. Wanna know what will get you advanced? Sustained superior performance. Be successful at each command. Not the amount of collateral duties, not how much college courses completed, show initiative and leadership. Being an LPO and being good at it. It’s ok to get a P and work your way up to MP or EP., go to your next command and start with a P again and do the progression all over again. That shows the success. I have sat CPO boards. I retired as an MMCM after 30 years. I spent 14 years as an MM1 and made CPO at 19 years. Never give up. This will not be handed to you. Work for it, earn it.

      I sat on a board that promoted E-7's to E-8's. The Good Old Boy network was alive and well. It was for one career field, and there were 240 eligible for 12 slots, or a 5% promotion rate. The five of us on the board were given the military records, with names UNREDACTED. Between the five of us, we knew every single one of the promotion eligible NCO's. The first cut was the easiest...no degree? BOOM! off to the side. No SRNCO Academy by correspondence? BOOM! off to the side. This eliminated more than half. Bad recent eval? BOOM! Off to the side. The candidates, if they would have been asked, would have absolutely agreed that their record wasn't going to make the cut. No MSM, or multiple AFCM's? Boom! off to the side. Need sustained excellence for a long time, and awards and decs was a good measurement for that. Down to about 30, and it took about an hour to get there. So far, easy peasy. Next..the level of endorsement. In the Air Force, the first signature block was always your immediate supervisor, and it could be an E-8, all the way to an O-6, depending on the assignment. The second level was our bosses boss...almost always an O-5 or above. You could skip this, if your manager didn't want to endorse you. It was a killer if he did not. Your manager could also bump up to HIS boss..a very nice, shining example on how you were viewed. I had one eval, personally, signed by a 2-star at the second level. I was thrilled to get this, and it got me to E-8 that year. Of course I had all the boxes checked prior to that. So...there was a third level endorsement, always reserved for Generals. If you had a general officer asked for his signature, you better walk on water. Generals don't sign many of these, ever. This was a virtually automatic promotion. In our case, on this board, 10 of the 12 promotions went this way, almost immediately. You don't get a general's endorsement without the "Good Old Boy Network" approving. Hard work, and dedication, and professionalism, and respect from your peers just. didn't. matter. You had to have someone, somewhere, HIGH UP, love you. You had to have a mentor. A rock star. A shooting star you could hitch your OWN star to. I had one, and milked the fuck out of that relationship. I also worked very, VERY hard for Colonel Dan White. He knew it. He would drive past our office on a saturday, and see my car as the only car in the parking lot. He did this every saturday and sunday...just to see.

    I'm a master chief's daughter And if I was gonna give someone advice My dad is a really likable guy Be likeable especially with your superiors Work hard work and Don't gossip Be friendly with everybody and be likable and because they're gonna be the ones The bosses Tell the higher ups who should get the position. Be a good problem solver. Only about 1% make it to this level so You have to have favor.Pray to God

    Why are the two Chiefs belt buckles not aligned in the same position, this question comes from a Marine and is just curious

      Any Belt Buckle that contains an emblem does not meet the "gig line"... it is centered on the pants. Hope that helps Semper Fi

    When the Lord Created Chief Petty Officers
    When the Lord was creating Chief Petty Officer, he was in his sixth day of overtime when an angel appeared and said " your doing a lot of fiddling around with this one."
    And the Lord said "Have you read the specs on this order?" " A Chief Petty Officer has to be able to work 12-24 hours per day, through any type of weather, on any ship or boat, know the laws of the sea, be able to load and unload hundreds of tons of cargo after being up all night, and then try to get some sleep in an area that is accessible to and is used by all crew. He has to live in his shop, if need be, 24 hours a day, seven days a week for days on end, offer advice and counseling and still meet time schedules, maintain an even and controlled composure when all around him have gone mad. And he has to be in top physical condition at all times, running on black coffee and half-eaten meals. And he has to have six pairs of hands."
    The angel shook her head slowly and said "Six pairs of hands...No way."
    "The hands are not causing me the problem," said the Lord, "It's the three pairs of eyes a Chief Petty Officer has to have."
    "That's on the standard model?" asked the angel.
    The Lord nodded and said, "One pair that sees the herd of whales or a boat in peril, another pair that can see the blind spots that dolphins and young sailors love to hide in, and another pair in front that can look reassuringly at the young bleeding sailor, who is injured, by saying "You'll be okay" when he knows it isn't so."
    "Lord," said the angel, touching his sleeve, "rest and work on this tomorrow."
    "I can't" said the Lord. "I already have a model that can steam his ship 700-800 miles a day without an incident and raise his family of five, seldom seeing them, on less than $2000 per month."
    The angel circles the Chief Petty Officer slowly, "Can he think?" She asked.
    "You bet" said the Lord. "It can tell you how to secure for sea, recite Navy Regulations and the UCMJ in its sleep, deliver his assigned cargo, be a parent, offer timely advice to young sailors and junior officers, help search for missing children, defend women's and children's rights. Tries to get 8 hours of rest, when he can, and raises a family of law respecting citizens while seldom ever going home... And still keeps a good sense of humor. This Chief Petty Officer also has phenomenal personal control. He can deal with port calls in areas created from scenes painted in hell, comfort the injured, their family and friends, and then read in the daily paper how the military is no more than baby killers with guns and have no respect for others."
    Finally, the angel bent over and ran her finger across the cheek fo the Chief Petty Officer. "There's a leak," she proclaimed. "I told you that you were trying to put to much into this model."
    "That's not a leak," Said the Lord, "It's a tear." "It's for bottled up emotions, fallen comrades, for commitment to that piece of cloth called the Flag, for justice and for the families without fathers."
    "You're a genius," said the angel.
    The Lord looking somber said "I didn't put it there."

    Just do your job and perform your duties correctly. What is your JOB? What are your duties? If you don't know by now you are not ready. Don't worry about making Chief. Yes it is nice but don't stress about. keep your nose clean, stay OUT OF trouble and do your job, if you don't know your job. LEARN it. IF You advance, that is a plus. People worry and stress about making Chief and what to look out for in a board? Really? If you need a you-tube video to try to make Chief you are doing it wrong....SMH.

    what they are saying is pure utter trash today, in the Socialist Democrat run branches of the military.
    Why I say this, advancement doesn't mean squat in the world of DEI. (Diversity, Equity, Inclusion)
    In the Democrat run military with the focus on DEI, it isn't the quality of the individual being promoted. It's the DEI quota being met to advance specific people into advanced ranks of the military branches.
    So, the interview and the check outs of the individual being selected to CPO doesn't mean a freaking thing. You can be the best of the best of applicant people. But the promotion of this case to CPO won't occur for some, because quotas of DEI haven't been met for others - first.

    If you are doing business as a good USN Chief, the last thing you want to do is to involve a MasterChief, not if you want to get anything done. Beyond saying "hi...howz the coffee and the weather...?", the last thing you want to do is talk to a MasterChief. Senior Chiefs???, very little if at all; they're too busy trying to become MasterChiefs. The single best thing the Navy could do is to disestablish both paygrades, 8/9. Let the Chief be the Chief; otherwise he's nothing but a renter.

    Bla bla bla. Who signed your second endorsement? How many stars on his shoulder? If the CNO signed and said, "I like this guy. Promote him." he got promoted. That is where the selection takes place, not the board.

    Don't be discouraged, the criteria is " there are things that can't be talked about" he says! So, intellect does not apply !!! A board is not worth a damn without input from the real working peers that worked side by side with these sailor PO's and their officers. We need Leaders not Rock Stars !!!!!

      Well first of all these people are the top in their field.. in all branches the tops worked their ass off and sacrificed for the United States.. and the ribbons correspond to effort for the most part. Some like the blue nose ribbon is awarded for service In The Arctic area.. just by being onboard..but it’s not easy service In the polar regions, lack of McDonald’s restaurants (for example, in your case). Some ribbons like the good conduct take 4 years to earn…(Army is 3 year) by not getting into trouble/awol/ and performance.. some people commented about their race..well the uniforms that these chiefs wear, commands the respect, regardless of color, religion, sex, or creed.

I know for a fact that you Squids get ribbons for pretty much everything you do like going to the Head and washing your hands. I was aboard several ships and as an E7 I paid my dollar for the Chiefs Mess Key and I would sit there and hear the bullshit required to get a ribbon. Problem is that you Sea Weeds never get promoted. There is a reason why the Navy has PETTY OFFICERS. Lol.

      @@Wade-ub4cj I am a retired MasterGunnerySgt (E9) of Marines 1968-1995. Answer my question what do the Navy do to get so many ribbons? In my 27 years in the Corps I spend a lot of time with the Navy. My last ship was the USS Mount Whitney a Command ship of the United States Sixth Fleet. I can understand a few rolls of ribbons but 6 or 7. Navy is like the Army where you get a ribbon our badge for waking up and being at work on time. The Navy gives out ribbons at a dime a dozen but never promotes it's people.

    I guess things have changed since leaving uncle sam's navy in 1995. had a lotta friends do the twenty and bounce, some became chiefs or warrant officers but they all had one thing to say: " things done became to damn political and a shit load of favoritism!" what ever happened to doing your job? when people become obsessed with achieving some lofty goal they tend to lie and cheat their way into the position. I even heard now they want all 1st class hoping to make chief to have at least a two years degree or it's a no go for the anchors but they say it's not.

    Having a board meet for E-7 is ignorant. You might have a small shop with three reports. Nothing you can do would make you stand out on a board...not enough responsibility, not enough DIFFERENCE in productivity. The Air Force had a 2% promo rate to E-8, and a 1% promo rate to E-9. You can go through records and narrow it down. For E-6 to E-7, you're talking about THOUSANDS of individuals. I taught at a combined services school, USMC, USAF, and USN..and I was amazed at the stories from my navy buddies about the corruption. Back then..if you didn't suck a little dick to get a "4.0" eval, you had NO chance.
