His name is Brian O'Donnell and he was 11 when the filmakers of the movie Veronica Guerin (who had finished filming and were packing things up) saw him preforming this song for money for his family in the streets of Ireland. They heard it and asked him if he would come to the studio to record it for their movie and he told them he couldnt. Instead, they recorded his voice while he sang in the street and took it back to their studio to add strings behind it. He wouldnt take a check from them so they changed into coin and gave it to him where he stood so he could take it back home to care for his family. I love just love this song!! :)
