Watched this yesterday and as I had acrylic paints out this morning for something else did a quick one off. Great technique, definitely something I will experiment with for my own collage papers. Thank you for sharing!
Make sure you are using heavy weight paper, and the paint is mostly scraped off, but still damp when you apply water. Keep experimenting - you'll get it! Took me a few trys before it happened every time.

I never could get this to work. How wet is the paint when you scrape? Do you let it almost dry?

Cool! I'm going to try my 'cat control' squirt gun & see what happens (besides scaring a cat)
I think I'll also try an inktense pencil for scribbling
