I've watched the entire series at least 5 times and I still laugh like it's the first time I saw it. It had more great comedy than the vast majority of sit-coms.

The show changed a bit after Sorkin left. But I agree, the first 5 seasons were THE best television. The comedy was witty high brow, the issues were current and seriously addressed, the character development was superb. Probably my favorite scene is the ending of the first season's Christmas show when they played "The Little Drummer Boy" during the military funeral for the homeless vet. Just thinking about it gets to me.
so what's the real West Wing like now ? a place of fear where the Henry the eighth man baby is handled by worried courtiers ? Jesús how has a country fallen so low .

Josh & Toby are roughly equal... ...as Leo McGarry's lieutenants. Josh seems to function as a congtessional liason for Leo, negotiating with congressmen and Senators. Toby, as White House Communications, deals with the public more & Congress less.
Sam was Toby's deputy (Communications Director), Josh was Leo's deputy (Chief of Staff) but deputy was more of a job title than a description. It seems anyone could be delegated just about any task over the course of the series!
With most intimate, high-functioning teams, “who’s in charge” is usually whoever is at the top. Everyone has a lot of competencies and wear a lot of hats. The person at the top is shielded from most mundane things unless they take a personal interest in something specific. This should be rare: if it happens too often, it’s a sign of disfunction in the team. The sign of a good, high-functioning team is to keep the person on top engaged with only the most important strategic decisions because we are all only human and can do only so much individually. This isn’t an issue of ego, it’s just good resource management. The person up top selects for smart, strong, loyal people that share the vision and values of the person on top and are counted upon to make good decisions on behalf of the organization. When done right, the authority of a position is subordinate to the authority of the best argument. People fall in line behind the best ideas, not the org chart. Leo is the Chief of Staff, the modern day equivalent to the Right Hand of the King. It’s Leo’s job to take the hits, making sure that the President doesn’t have to get into anything he doesn’t have to handle. The more the President has to handle, the worse the job Leo would be doing. Every leader, at every level is supposed to model this organization of labor and brainpower. Ideally, this is how it works. In practice, in good teams, top is still top, but “who’s in charge” below that tends to be the person who’s idea is most favored by the top. For most tings in WW, Leo is the top - unless Bartlett has or wants to be involved. Below Leo are people on the ground that have to make it all happen. So, it gets murky when you have that many really smart people out in the field. In may ways, Leo’s job may not be as much pressure as being President, but it is much more complex.
I think Toby and Josh had theoretically equal ranks in that both directly report to Leo. However, Toby's command structure seems to have more people in it - he's Sam and CJ's boss (plus Carol), whereas Josh only has Donna. Though it's clearly pretty free-form since we see CJ berating Josh multiple times during his various public relations escapades, even though he's technically above her in the command structure.
They show a guy in a wheelchair at a table behind Josh and Toby. Then they do a walk and talk up several flights of stairs. I certainly hope there was a another exit that was handicap accessible...

I think that if you were sending out a deep-space probe and you were including a television series to illustrate humanity, you could do a lot worse than include all seven seasons of the West Wing.
You would also have to explain that they were written with the help of cocaine, but yes in terms of American shows it is really good. Not that I necessarily think that a fictional show about the american presidency is the most important thing the entire planet should send out for other civilizations across the galaxy to view. Let's just say americans really think they are more important than the other billions of people on earth.

And the staff never follows the actual hierarchy, it's more like Leo and the President are the bosses at the top and Toby, Josh, CJ and Sam are more or less equal. Even Sam who is supposed to be Toby's deputy sometimes run point on something and gives orders to Toby.
