I actually haven't gotten nuked by ai yet and played a game into the 50s! There's also a special research project for SAMs, ill have to check it out and go over it in a raids or special project tutorial! Sorry I don't have a better answer 😅

You can through the nuclear raid option, drop them anywhere you want except water off course but be carefully. Nukes specially the thermonuclear ones, harm all units in a state including yours. So, if you are not carefull you can almost destroy all your armies.
Is it better to have nuclear reactors for building nuclear bombs? or once I unlock civilian nuclear reactors, are these better at doing that? (basically is the original reactor outdated once the civilian one is unlocked?)
yes they do, they affect surrender limit, the stability and the war support, also they are reaaly useful when you want to destroy a important supply point

yup it buffs similar to the new dam buff. more local resources, more local max factories, and faster construction in that state
