In my opinion if Dudley is introduced in the Stories of Sodor by Victor Tanzig, I think that he would make a great villain. He would fit the scope of Johnny Cuba because Johnny Cuba was introduced in Season 4 as a friendly engine but it turned out that he was an Australian gangster smuggling goods and selling to illegal black markets. Dudley can play a manipulative and deciveing villain who causes the hatred between steamies and diesels. He could also play important roles of causing apparent accidents on Sodor and framing the diesels while getting away. Finally, i think that Dudley should be introduced in Season 7 so that it gives time to develop on Dudley's villainous character. Also because Season 6 is the grieving season and mourning the loss of Geoffrey, Thomas, Mickey and Mr Zorro. That is my opinion.
If Dudley is introduced I would hope it would be near the middle end and the season could have 15 episodes like they used to. Yeah there’s tons of characters that Victor can do stories on (the ones you mentioned included). I still kind of would like to see Dudley, but probably not the first 7 or 8 episodes of Season 6

One of the biggest problems with Japanese anime shows (i.e. Anpanman) and even Thomas & Friends especially during seasons 7 through 12 was that you'd introduce new characters solely for the story but you never used them after that one story (though tbf, some characters like Billy were so terrible it was for the best they were one and done characters). Considering how insane Season 5 was, I think introducing Dudley would make SoS convoluted instead of moving the story forward. Also, it doesn't help that Dudley's creator is not really psyched of Victor using Dudley in SoS. It's hard to say how Season 6 will look but I really hope that Victor takes in the critiques of Season 5 in before filming Season 6.
I think Dudley should be added to stories of sodor cause after the death of Peter and Geoffrey they would need some replacement goods engines and Dudley would fit this criteria cause most of his class pulled freight trains so it could be ideal for him to be a background character that would visit the island sometimes

In season 4(specifically in "expansion") a conversation between Rusty and Duncan gives us a glimpse into this series' version of racism for non-faceless vehicles. With this in mind it could be possible that Dudley is a steam supremacist that holds a huge grudge against diesels for, in his mind, taking jobs away from "proper engines".
