Good you're refurbishing the original alternator.You still need to get into the floats and needle valves as a minimum and clean out the little gauze filters at banjo inlets and clean or replace the needle valves.(Although carb removal would be the ideal)One idea would be to temporarily fit a large clear fuel plastic filter on the fuel inlets to carbs and you can monitor the fuel flow.I don't know if these have a return line though but another clear filter on this if it has one gives you a good insight.
You are absolutely right, the float chambers need to be checked. They are underneath the domes in a HIF 7. So unfortunately, the carburettor has to be dismounted fromn the engine and partly disassembled to do it properly.
Please find the instructions about the HIF 7 carb here: rrtechnical.info/SY/TSD4200/k/5b.pdf This will also show you how to remove the carb. Befor you start removing the whole unit (which may be an onerous task) try to check the fuel hoses leading to both carbs first and clean or change them. Also do not forget to change the fuel filter!!!@@aalabbasi
Make sure the fuel tank is venting or you get a partial vacuum. this stops the fuel being pumped to the carbs. As the vacuum goes away it refills the carbs. Normally the wrong fuel cap or a blocked vent pipe. SU carbs themselves are really very simple things. If you have any fuel in the reservoir they will meter fuel.
Rolls-Royce part no CD6007 is the kit no with solve the petrol overflow ordered from Bentley now days Takes 30 min to fix on a Silver Shadow on a SS2 You turn carb upside down it takes longer time to do and not so easy as on SS

My Silver Spirit had a voltage drop to fuel pump on positive side- only 10.7 volts reached fuel pump making it ineffective
Thank you I have had that problem on a SS 83 car went sleepy wen I drove to fast new pump did not help mush
