- The Charlotte-Mecklenburg Police Department (CMPD) is conducting a criminal investigation that resulted in the arrest of CMPD Officer Henry Chapman, after an arrestee reported that an officer had stolen property from him. The incident happened Thursday, March 14, shortly after 4pm in the University City Division. Upon investigation, CMPD detectives arrested Officer Chapman who was charged with one count of Embezzlement.
He's sorry to his sergeants but not sorry to the man he tried to steal from.
He is sorry he got caught this time. Usually he just gets away with it.

He was arrested immediately. The cash stuffed in the back door sealed his fate. We all know what its like to work with someone for years and all of a sudden you find out you didn't know that person whatsoever. Gotta be difficult. Police stations are family. They are upset that one of their own got caught finally, because it reminds them that all they have to do is screw up once, get caught, and it’s their ass in the chair. Normally I would call that a stretch. But when you watch the full bodycam on Police Activity, you can see him make the decision and start planning the moment he found that cash when they were still on the side of the road. He made a bunch of decisions real fast. Not the kinds of decisions a cop would make every day either. Like the whole transferring of the guy to another squad to get to the jail. That was not necessary or normal and was a way to separate the chain of custody and any evidence that could be proven. It was a slick move. He had to have had some practice at this. At least a little. He just got real sloppy when he was called out. I don't think he was expecting that. Like any dumb criminal, he hadn't thought about Plan B when he got caught.
And sarge basically defending him whole time he's taking money out of pocket and putting it in door. I don't like how cops can mute mic and turn of camera when they want

Decide to resign. My boss was in on the whole deal. He said it costs the govt a ton of money to fire someone. So $75k is cheap to sweeten the deal to get rid of them.

Because I saw the whole video on Police Activity and it was very clear that this cop was putting a plan in place the moment he pulled that bundle of cash out of the guys pocket. It was rather telling to see the cop unwittingly protecting his squads door with his body right up until the moment they found his stash. That was a major give-away. The premeditation and actions taken to deceive were definitely not 'just one of those things' like a 10 year old stealing a chocolate bar from the corner store.

@@MaikNL One sergeant asked other to mute then muted his own. That means no record whatsoever. The department can redact BWC before releasing if information should not be released to public, but there would be a record of what that was.
Imagine if the other officers had checked him when the detainee told them to do so, they would have immediately caught him in the act!

whoever releases the video mutes it....its not actually muted in the full video, they edited and muted out things...like victims number and family names and address and stuff... and they started talking about a completely different case unrelated to this case so it was muted

The point is that there is an appearance of a coverup becuase the sergeant literally covered up his mic. There is now no way to every know what was said. They could have been talking sports. They could have been talking about similar past cases. Without a doubt I can tell you that if he is ever asked to testify as to what was said, his answer will be along the lines of, "I can't recall."

Yes, you do. They get fed it is in their protocol. The step you would probably skip is the administrative interview they have to do. He is looking at administrative procedures on top of criminal charges whereas someone not employed as a cop would just be looking at criminal charges. Either way, not good.
