You really think they're buying and transporting tens to hundreds of pounds of gunpowder at a time through the mountains and desert? I see them carrying a 55 gal drum or 20 of 7.62×39 with little issues, powder doesn't shift and build static in a bullet casing, loose powder would.
I would imagine if buying pounds of gunpowder were an option, so to would be more conventional mining demolitions... But again poor people have poor ways my friend...
Think about the area we're talking about and understand that the Taliban don't reload bullets they buy them from surplus stockpiles.
I mean look at the video we're watching, there's no heavy equipment to scoop it up, they are hand loading the salt. They're not using pneumatic tools t break the salt they are using random metal rods they probably carry to and from work. I seriously wouldn't put it past them to have an old timer, woman, child off to the side pulling bullets out of casings and collecting the powdered, hand wrapping paper charges and getting shit done.

Expires or "best before" ends? Because salt doesn't actually expire. All salt and sugar packaging in my EU country notes: "kept dry in room temperature, practically does not expire".
