The easiest way to beat the crowds is get in the park early (before 6 AM at least). Sunrise is a great time to be in the park, parking will be easier, and photography will be easier. Go early, see the sights, leave for lunch, and come back around sundown if you can. It's what we did the first time we visited and it worked out pretty well. We literally had Double Arch to ourselves in the morning for about an hour before anyone else showed up.

We were there April 10th. We went in about 6:30 AM. There was nobody taking fees. We stayed at a mom and pop motel for $97 a day. We ate meals at the food trucks park for around $10-$15 a meal.

Love weather above 100F and prefer camping out on BLM land out in the middle of nowhere (less noise from inconsiderate peoples' car music systems).

is it safe to climb on top of the Arches?
Arches is more of a place where you stand beneath/scramble under the arches rather than climb on top. You'll see when you get there :)
