You would only want to use this with Heat Transfer Vinyl. The adhesive doesn't activate until it is heated. So you would definitely want to make sure you dust it all off before applying. If left on yes it could interfere with the adhesion on your project.
I can’t see how baby powder is good seeing you heat press it on a shirt later. I’m sure it would affect the adhesive and not stick to its full capability.
You can also heat up your bottom platen on your heat press and weed it(Siser Easy Weed video). Talking about quick and effective!

Hi, you'd want to wipe it off after you have weeded everything out and then it will adhere just great.
