I think the biggest contention with Sevastopol heal vs Lushun heal and why Lushun ultimately gets the better deal is: -Sevastopol is a large cruiser, even if it has good concealment it still is at the mercy of CV/DD/Sub spotting as well as some cruisers that outspot it. It has no way of attacking while being unspotted reliably, so while your heal is on cooldown usually you need to either play extremely passive or not be spotted at all. -Lushun meanwhile even if it has a weaker heal controls when it is spotted significantly better, really only CVs can permaspot it unwillingly. Subs at periscope get hydro'd (periscope spotting is the same as air detect), it outspots the majority of DDs, and all the while it has torpedoes it can still throw even if it's on low HP as a form of attack or deterrance against people trying to run her down. -Sevastopol's heal is 30 seconds longer with 60 second longer cooldown. Having a longer heal is good sure, but the additional minute cooldown is brutal. Lushun gets her heal back in 2 minutes versus Sevastopol's 3 minutes. Combined with above it makes for a significantly better deal even if Sevastopol ostensibly heals more % of its health. -Sevastopol also has limited DCPs, which is really bad on a large cruiser given the fire vulnerability. Short term it helps until you run out, then you are screwed. Lushun has normal destroyer DCP.
You summarized it perfectly, Sewastopols Heal gets me killed really often and with lüshun its nothing like that. I wish they´d change Sewastopol´s heal.
Really liked this approach of having a montage of the (mostly) best scenario/highlights of a Ship, then presented with a review giving one the Statistic insight of said ship. Besides that very nice Vid (as usual) keep up the good work 👌
BFT is only 5%, which means AR beats it (for main gun dpm, not for AA) once you're below 75% HP. IDK how much that changes the calculus for you, but when playing Daring and the like, at least, I'm usually around that point before my first heal is at full efficiency anyway. AR giving you torp reload is also nice as a backup plan for if you get spanked; 10-15% torp reload helps you play torpedobote when on low HP. I like the guide bits, some stuff I hadn't thought too much about before. I think you had the music balanced a bit to high while you were talking.

Bumping it to 6.5% (with Da Rong) means a 30% relative increase. 2) Alternatively, AR is still probably better than BFT, especially if you're going to bump into enemy DDs and lose significant hp (before healing up). 35:24 No, BFT *used* to give 10% main battery reload: now it's only 5%, meaning you have to be under 75% hp for AR to be better. 10% is the buff to continuous AA, which you earlier described as inconsequential. AR also helps the torps. 3) Did you mention the hydro, at all? It's not even in the "pros" list...
I mentioned in the comments that I made a mistake that BFT is 5 and not 10% buff, so I would probably pick AR over BFT as thr 3 pointer pick. I tested the first build you mentioned and personally did not find a noticeable difference over 20 or so games due to the volume of fires giving a very acceptable amount of fires anyway, so I in the end I didn't spec it. The hydro is something I find more niche since you can't smoke trap and Lushun being very slow isn't the best ship either to rush smokes, so I didn't mention it though it is a nice thing to have rather than something that makes or breaks the ship.
36:00 Counterpoint - AR also boost torpedo reload as well, and you will have a lot of downtime due to how Lushun heal works. You cant quite push it as hard as Neustra, but IMO it is a worth consideration especially if you are forced to play passive because of 12 km radars/italians and such. (btw in case of Grozovoi/Neustra I tend to smokefarm after I got hit hard enough and heal before I leave it, so I can utilise AR for guns to its full extend. Of course you cannot do it here)
its better than a normal DD heal by a wide margin so yes, it is good if you can play carefully. In some situations I won't even use all 3 base heals but there are rarely situations where I need or a 4th heal would be really useful yeah you can out trade smaland if you are careful, smaland can still smash u if he catches you up close and chases you since he is quite a bit faster, but past 9km it is hard for smaland to ever kill you unless you have trash aim or never dodge
