Yes, it's caused by the water inlet nozzles getting clogged/dirty. We had this issue on a residential unit and removed it via the top, took outside and flushed with high pressure hose water. Also cleaned out the soap dispenser and fill hose into the drum. They will get grimy if your unit isn't fully vented when not in use.
