In my opinion, definitely DJI Osmo action 4 is better
This is mainly because of the sensor size difference, which plays the main role in the light gathering ability of any camera
What's your setting? Did you use a gimbal? Or post processing?
I used :
4k @24fps
Stabilization: Rocksteady+, but no gimbal handheld only
Exposure: I tried to keep it always between 0.7 to 0
For post processing,
I used D log m and used luts in processing.
