Judge quests seem to be intentionally impossible. 200 coins to complete? No can do, as the max stack size is 30. Summon a bunch of familiars? No can do, as the presence of a Judge prevents familiars from spawning altogether.

Yep, you are meant to kill him or wait for his return papers that show up 2 days later in a letter.
