I heard you can use wire to make hair look like it's blowing in the wind, but I can't find a video on how to do it.

It's more common in clay dolls where you can push the wire into the skull. On cloth dolls it's harder to support the weight but it can be done. Try thin floral wire and small amounts of glue to wrap the hair around your wire. Stuff the head very firmly and thread wires through so both ends get wrapped with hair. You could also mix white glue with water to create doll hair gel to get the look of blowing hair.
