The plastic junk between the carb and intake was cracked sucking air causing extreme surging, miss, and backfire. Mis-enginered. The loose flat head bolt kept going back in making it hard to start the nut holding the carb. Why have two holes in the intake when there's no stud in it? Mis-enginered.
Did you try taking the solenoid off the carb, turning on/off the ignition to see it it moved? Seems like that would help identify it as a problem, even if ultimately the carb is dirty, etc. and needs to replaced. I'm just wondering before I buy a new carb. Let me know. Thanks.
Did you pull the fuel shutoff solenoid and check it prior to buying and/or swapping the carb? After swapping the carb did you adj the fuel/air screw(s)?

What's that part number on that carb kit I have the same mower that I'm trying to change also

Yes you can take the solenoid out and try it to see if it moves with the key switch.
