I think the reason you could keep the alliance with your overlord for a while was because of a mechanic paradox put in somewhat recently. When certain diplo pacts are enacted there's a cooldown before they can be broken again. This would also explain why the alliance with your overlord eventually did get broken, as that cooldown had likely passed.

Those construction sector being idle and those huge cash reserve sitting around hurts my souls, but it seems it wasn't that important to get this achievement, turns out having a good diplomatic strategy yields better results.

27:50 Unless they changed it, there's a good reason why these Peasants have 100% literacy.
Whenever a building tries to hire, say, a laborer, which does not need to have any literacy, the building always takes "the most illiterate worker qualified for the position". Which is not how things work irl - business owners don't grab the least competent person but ok i guess.
Which means that the Peasant PoP keeps losing tons of population with 0% literacy, driving up the average of those that remain (as long as you mostly employ people that are supposed to be illiterate and not masses of capitalists or academics). So:
If a peasant PoP with 1k population has 40% literacy (=400 literate), and you hire 200 laborers from there (which need to have a minimum literacy of 0%, so no literates), you remain with 800 Peasants with still 400 literates, i.e. 50% literacy.
Another 200 hired gives 67% and you can probably see where this is going.
