If your findings are correct, then this has to be a bug, because: 1. The *heathen* taxes affect state religion pops as well. 2. The heathen *taxes* don't go to the government. Considering pops with nothing in common with your primary religion can now be brought up to open prejudice with cultural exclusion and favourable religious laws (total separation suffices for non-converted pops in homelands, freedom of conscience suffices for them everywhere). Only sad thing is that even under state religion converted pops in homelands are at 55 acceptance, just 5 away to become second-class citizen and not be considered discriminated by most things (like migration controls etc).

That's not how it works, the associated buildings are shipyards, not the canal itself (which is why Connor was talking about them). The actual bug here is that Laissez-faire lets you buy private buildings instead of using state owned buildings - but it *only* lets you buy private. Connor had 5 state owned shipyards in the target state but only one privately owned one.
Doing the Nejd war makes sense cuz I can't seem to get grain above 25%. It always gets stuck at 23%
