With ANY amount of construction sectors, you spend all the amount on construction goods including the 10 base ones you previously spent nothing on. So instead of going from 0 construction goods cost to the price of 2 additional construction, it goes from 0 to 12

Just check how much you need and subsidize it, never costs more than its worth (I've used it a bunch of times as Belgium, Japan, etc.) edit: I think it would've only made a +10 difference but its all worth something in the name of cheesy exploits
