The obvious explanation is a complete disregard for all of Tolkiens work and the adaptations that came before it.
Cirdan canonically has a beard in the book. We can criticize when they get things wrong but let’s not say this is a problem
Elves have 3 live staged . The third in wich he is has then grow beards . Its 100% canon .
Show runners need to make up their minds. Galadriel is nearly the same age as Cirdan, but doesn't look nearly as "old"
