Enantiomers are non superimposable images so they rotate the plane of plane polarised light. In racemic mixtures there are equal quantities of both enantiomers and both rotate the plane of plane polarosed light by the same amount but in different directions< therefore cancelling optical activity

That's why he said the r configuration is not always associated with the (+) it can be either left or right same thing as the s configuration
