Which operator should I get first? Indra or Vulcan?
Well, it's up to you guys, but my suggestion is to get Indra first because, for Vulcan, you can get her using defender and survival tags since she is the solo defender in the recruitment. Unlike Indra, she is rarer than Vulcan because you need common tags to get Indra and no other combinations to get her since Indra is a brawler like beehunter.
How to get the vouchers? When are they gonna be released?
You can get these vouchers through recruitments and you can do 300 times or 1000 times to get both of them which is a good opportunity. It will also be released on the contingency contract barren land which is on mid-September.

My advice is to get Indra first since you can get Vulcan by using defender and survival tags, but you can get the Option to choose by getting 300 or 500 recruitments. Its up to u.
