"Lusitania" is the name of the Roman region roughly corresponding to Portugal now. People who speak Portuguese are called "Lusophones". There is a direct comparison with the club Hibernian FC in Scotland. Hibernia was what Greeks and Romans named Ireland, basically the classical name for Ireland. Irish immigrants go to Edinburgh and establish a football team, using this classical name. Very much the same thing has happened with Lusitans. There are lots of clubs with a history like this, and FM often reflects it.
Yanbian in China is another one, but slightly different. Koreans migrated en masse to China after the Japanese invasions of Korea. After siding with the Communists during the Chinese Civil War, the Chinese-Koreans were offered their own autonomous land, where the Korean language and culture can be promoted. There happens to be a Chinese top division team called Yanbian Funde. If you use the team in FM, regens will often have Korean second nationality. It's always their second nationality, because China has a hard domestic player quota, and so this way, the regens can actually be used. This is great for playing in China since you can get Chinese players with Korean talent.
The problem you're encountering is that these clubs with ties to different countries (so that they can generate players of that nationality) use that nation's player quality. Portugal have much much much higher potential for regens. For selecting new regens at Lusitans, let's say behind-the-scenes 30 players are randomly generated, 20 are Andorran, and 10 are Portuguese. The most likely scenario is that all 10 Portuguese players then get selected to be put in the game as regens and given professional contracts, since an average or bad Portuguese player might be better than the greatest Andorran of all time. You've then filled up your quota for new regens, and no Andorrans get signed. I guess Andorra has no limit on foreign players, so the players don't change to the Andorran nationality.
I’m from Andorra, I play for the juniors team for Inter Club d’Escaldes. Trust me, since 2014 Andorra has being making massive steps forward with football. So watch what you say.

Andorran football will never be great, it's literally impossible, due to the population.
It appears that Lusitans was founded by and is mainly supported by Portuguese immigrants to Andorra, so FM probably put something in their database to reflect that and it just goes completely overboard when they're given that much money

I did a really long youth challenge save on Andorra (30+ years) and Lusitans were by far my biggest foe. Getting those great Portuguese regens left right and center made them a great rival to compete for the league.

Lusitans as the name suggests and as many said, is mainly supported by Portuguese migrants, that may be why they recruit mostly Portuguese players. Even many of the Andorran players you showed have 100% Portuguese names, since there's a lot of people leaving Portugal to work in Andorra. The same happens in Luxembourg for example, there's teams with very similar crests to Benfica/Sporting/Porto.

Did you change the nations average potential regen ratings? I am assuming that the Portuguese regens are being rated at the Portuguese rating rather than the Andorran. These lower down nations usually have quite low regen potentials which is why they are only getting 80-90.

that would be so stupid, france is more closer to Andorra than Portugal. they are amateur teams, they dont have that amount of money to travel to Portugal and play
Andorra is in between the iberian Peninsula and has a lot of Portuguese imigrants, actually 15% of the people there is from Portugal or with Portuguese descendent. And in Portugal (where I'm from), the students have spring breaks there. So Andorra and Portugal is a cool bond!

Not really. Sports Interactive, based in London, does Football Manager for a long time. Guildford's Playsport are a formerly indie, relatively new dev studio that got under SEGA's wing for Motorsport Manager.
