If Celtic are in the first qualifying round how fucking far has the spl fallen.
That's what caught my eye in this video too. They must have fallen on some really bad times for it to drop down that badly.
Yeah, I only thought that when editing, must have really gone downhill! Don't have the Scottish leagues loaded though so can't see what the issue is :(
I think I actually found what caused that. Starting in next season's Champions League, all the champions of leagues out of the top 17 in the UEFA coefficient play in the first qualifying round. What used to be the first round is actually called the preliminary round and is only contested by the four worst league champions.

Dang... I just got here too late...
If I'd known that you'd be doing an Andorran experiment, I would've been able to tell you that there is an Andorran club playing in the Spanish football system.
The team in question is called FC Andorra and it currently plays on Spanish's fifth level (first regional level) on Catalonia's group... So I would've been able to advise you to do the same treatment you've done with the Andorran league squads and using the editor (no ingame one, the other) to place it on Spain Second Division B's group III (which is the lowest playable division for Spanish squads and the group it would belong since it shares group with Catalonian squads) in order to see if all those money and reputation boosts help it to get all the way to Spain's top flight and Europe.
That could've helped boost Andorran football massively since it could potentially give you two Andorran teams on the Champions League group stage (one from the Andorran league system and Andorra FC if it developed properly) and Andorra FC would've been able to keep its regens (since Spain's league system has way more reputation than Andorra's it makes it harder to steal from from them) and attract better signings.
Oh well... Maybe this will be helpful to you if you decide to repeat this on FM19.
.P.S.: Also if you decide a San Marino billonaire challenge, take into consideration that there is also a Sanmarinese squad lost in the lowest tiers of Italian football (San Marino Calcio), so the (extremely belated) advice given for Andorra, also works for San Marino's scenario.

Claassen's league megapack includes San Marino's league system, and can be found on FMScout (as a part of the whole pack) or steam workshop (if you only want San Marino's league system).

What happens with the money tho at the clubs? can you take over clubs and check financials? you put in 100m pounds in 2017 for Club X, what is the balance in 2022 for tha same club? Do they burn this money as spending on stuff like wages but nearly zero income? Or they just sitting on this money without being able to spend it?
Most of the clubs eventually get through the money, but it takes a long time! As they money helps them increase reputation for the club and league then income does increase through things such as prize money and sponsorship, however I've never seen a club throughout the experiments increase year on year the money in their bank account, only keep things stable
