Your front end looks worn out. It should spring back when you push it in. That one piece is just a stand to keep it upright when it sits stationary. It has a gyroscope inside that keeps it upright when you wind it up. You should crank it really hard and see how it does.
I had one as a kid in the 70s,and if I had one now I'd play with it!
