I've basically taken my car apart and back together and never knew it had a cabin filter. Always thought it was too old to have one. Been running heater/AC all the time since I got it 3 years ago. Time to change my filters.
Sounds like blend door motor sometimes you can tap on them with a screwdriver handle to get them going again. If your blend doors are not controlled by motors you will need to look for damage or a control cable that has come unhooked.
This didn’t show how to get that middle bar off it skipped right to it being off and being able to pull the glove box out.. I unscrewed the screws for it but I can’t remove that thicker gold middle bar preventing the glove box from coming out..

I remember this back in 2000 on my 1998 Accord. What a pain. Cant believe how easy it is on todays models. Thought it would be the other way around.
Yes, Todays modes are a lot easier. The installation process on the cabin air filter in the late 90s was an afterthought.

I'm pretty sure my 98 accord filters never been change could this be an issue with AC having cold spots ? everything else is good

This is a early installation process and they were poor designs. The newer process are a lot better.

The 94-96 models did not come with the cabin air filter option.
