We dont say cell surface to refer to any structure... Do you mean to ask cell membrane vs cell surface membrane? Cambridge actually prefers the term cell surface membrane, NOT cell membrane or plasma membrane, bcs it's more specific. The word surface tells you it's on the outside. Bcs membranes in general can exist on the inside too, e.g. Nuclear membrane (which has a double membrane), SER and RER are made of membranes too etc.

So for proteins I think it would be better to say cell surface membrane as we know proteins attach to the membrane of the cell scientifically and its common language to say cell surface generally.
So everyone has cancer cells in their body. And there are actually many many different types of cancer cells. Not all are great at being harmful to us. And not all cancer cells have self antigens! Those cancer cells would be killed by cytotoxic T cells before they have a chance to form any tumours.
