Actually the rules have a funny loophole. He's not allowed to take off or land or operate the drone from NPS property. So if he flew it in from a public road nearby off NPS property it's permitted. And there are quite a few roads close by that you could operate from. The airspace is effectively unrestricted to drones but the ground is regulated.
He just passed the bar. I'm pretty sure he knows what's legal and what's not.
