- You need 9 points in Perception on Day 1 in order to see and talk to this NPC. Any other day and he won't be there.
I used an edited save file to start with 6/6/6/6 and then gave myself enough skill points to reach 12+ in all stats. Unfortunately, they don't really add much to the conversation, so you really only need Perception for this conversation. I also was naked wearing only my necktie, which didn't matter.
I attempted to get all the voice lines from him in a somewhat-efficient manner, but the conversation tree for this NPC is a bit cumbersome with a lot of weird looping and repeat dialogue that only changes a little. The way he speaks also very drawn out.
There are two choices that will make the NPC stop talking to you and not be able to be spoken to again ("Yes" and "Hell yes!"), which I click one of at the end. The dialogue response is the same either way. You are also given a choice whether to insult him or to ask him to come back (again, shown in the end) and the dialogue you receive is the same. I could have stitched together multiple recordings but I'm too lazy and his voice was getting on my nerves. - Ігри

This is a great easter egg. The way that there are so many optional dialogue branches nested in each other is interesting, makes me wonder just how much content in the game I missed

Its not referencing anything. its a secret that requires a weird build (or using cheats) to have max perception on day 1. Since most people won't knee cap their character this way they made a super missable interaction like having Dialog for buying Roy's lamp

It's so weird to hear Mark McGuire do this kind of falsetto whisper voice, but that just goes to show just how capable he is at using his vocal range. You can hear so many different and similar things coming from his voices for the Eyes, Titus, and Korty.
And then a LEGENDARY Volition check pass on Day 1. My god, these are some incredibly hard-to-find dialogues. And I have no idea what the point of this was lol

The voice actor for this sounds suspiciously like Titus. The way he says "cop" has that same growl to it, and it sounds a lot like Titus trying to put on a voice to obscure his identity. This would also make some sense considering it's a Day 1 check that disappears once Titus is around on Day 2, and this person is in the harbor, which is a place Titus should be able to get into. He mentions he's been watching Harry for a while (the whole time Harry was drunk?), so it could pan out.
My theory is that this is Ruud Hoenkloewen, but it might be wrong since I wouldn't think he would be able to string words to create a coherent sentence
@@giuthais Most likely this is not Ruud, as he was only called in later by his colleagues and would have no way of getting into the harbor in the first place. This was propably one of Evrart's spies, as the voice mentioned, there are many more and Evrart also regularly reminds Harry he has his eyes everywhere

@@falcoatilla3620 This is most likely, cause when you are trying to do the interaction to forge Evrart's documents you always have the "Evrart's eyes are watching" debuff. I haven't found any safe places to lose that debuff
@@davidkern8689 The fishing village shack where you can sleep is safe. If you go in there you don't get the "Eyes are watching" debuff.
utterly impossible check on day 1 just to find out that you're being watched and you probably are bi-curious... That's great!

Honestly some of these dialogues and checks would never be seen without cheats
and some dialogue can only be seen when you have really low stats
This seems like there's a couple of lines about the scab leader that could be proc'd by sussing out the scab leader.

weird theory but could this be like the soul of the hanged man? the game focuses a lot on the blue eyes of the hanged man and this shadow too has weird blue eyes and the thing about watching sounds like the tribunal done by his soldiers

I always thought the game would have something for Leo. I expected him to tell us a dark secret or find him at night doing something disgusting.

2:53 option 3 could be foreshadowing the tribunal where kim shoots him through his helmet eye slot? I want this to be true but this guy seems almost *too* sane to be ruud.
@@HeirLethal He also say that he is keeping an eye on the Scab Leader (Korty). Insists that there is something off about him. If this was Ruud, why would he raise suspicions upon his disguised ally? Makes no sense.
The people that are keeping an eye on cops? Eyes is calling him out on the shit that cops get away with and the problems of the police
almost definitely not, this guy doesn't have a good vantage point like Ruud is supposed to have before the tribunal, and he's also pro-union, while Ruud would probably be too hellbent on swearing to express an opinion on the strike

What kind of hacks you use to get all skills at maximum level?
Used to be a game glitch where you could go back to the main menu while creating your own character. Once you went back to main menu and back to character creator, you had more points to put into yourself. It’s since been patched tho

You can directly edit the save data text and change practically everything. There are some guides online.

Over the top voice acting, lol. Also, what a confusing, repetitive and useless dialogue tree, MY GOD! 20 minutes that could be summarized as "we are watching you".
Rest of the game is fine, though :p
To be fair the game does say you don't need to exhaust every option. This is definately one of those cases that it works well to move on if you want.

@@fernandofaria2872 many dialogues in the game could then be described as a "chore", because you can backtrack and try all the different combinations if you want to.

I found this guy really annoying. The writers for some reason give him really pedantic lines and he somehow always "comes out on top" even when we're in the right. The "erotic voyeur" line made particularly little sense (being an erotic voyeur is obviously morally wrong) and volition for some reason takes his side.
Well it's nigh impossible to spot him (9 perception on day 1? wtf) so I think the authors agree his writing wasn't really worth seeing, it's more like an easter egg. If he represents Evrart's informants then he does his job.
I mean, if you were in this scenario, it'd be hard to come out on top. Half the shit he says is sarcastic or slightly nonsensical
