As someone who works with CUI GRC in the international environment, I can understand a lot of the comments regarding foreign entities. There is much ambiguity in that zone.
Hopefully OSD(A&S) provides clarity on foreign agreements sometime soon. We expect some of that information to come out with the revision to DFARS clause 252.204-7012 (more rulemaking).
The DoD got the rule done 30% faster than average. It would have been faster had the number of irrelevant public comments been lower. DOGE sounds nice, but it was out-of-scope public comments that really slowed things down.
