Apart from the bigger cities, the whole country is a garbage tip, quite literally. No organised refuse collections and the infrastructure hasn't been maintained for decades. Crumbling roads, collapsing bridges, closed schools and medical centres, practically no shops, rural Russia looks more like Medieval Europe.

Every day, people bring their waste bucket from the flat and dump it at the rail. In smaller towns, the outhouses are so clogged that they just dump their buckets next to it (no rail -- such primitives!)

Look, I am an old American man. I have been following politics, foreign policy and military capabilities for many decades. This is the reality. I am sure you have heard the term "nuclear triad". This refers to how nuclear weapons are delivered to targets. The triad consists of Aircraft, land-based ICBMs and submarine launched ICBMs. One must keep this in mind. The US can effectively deliver nuclear weapons on target by all three means. Russia cannot. Russia's bombers would never be able to reach their target without being intercepted because unlike the US, they are not Stealth. Russian submarines are also not stealth and NATO knows their whereabouts at all times unlike the US undetectable submarines. That leaves Russia with only ICBMs capable of reaching targets in the US. However, they are easy to detect and shoot down or even destroy on the ground before they can be launched again, by stealth aircraft. Add to this the fact that America has 50 States all of which have major cities and military bases are scattered all over the country and in other countries. Russia has less than 12 major cities any or all could be erased at any time. Finally, there is simply no reason to think that the Russian ICBMs have been maintained any better than the rest of their military systems. For all we know, Putin could have pushed the red button already but nothing happened.
That's a great summary. They also keep bringing up the Tsar Bomba, which I think they only made one for experimentation and propaganda. There are no other, and like you said about their other nukes, highly likely never maintained. Nor will they ever, as they sent their brainiacs to the front lines already. There's probably no one alive who understands who to build, repair and maintain their nuclear arsenal.
