Not sure how old you are, but the MPA sounds like they're progressing, tho I'm pretty sure that independent films get hurt the most w/cuts compared to the big studios. The rule of thumb b4 was that the ratings changed by whoever was in the White House, & I've seen this progression. In 1977, they rereleased "It's Alive" (from '74), about a killer baby, w/a PG, & it was quite gory for the time (people shooting at a baby too!). Top-up nudity was allowed for a PG, as is seen in "Kramer vs. Karmer" ('79?), and "Airplane!" ('80). "F" ALWAYS got an R, but that's apparently changed. Top-up nudity was allowed, but nudity had to be either male or female. "Porky's 2" got an R but had only male nudity. The original was cut from an X b/c it showed both. "Alien" ('79) was originally X, but a few scenes were snipped & are on UA-cam. Not a big deal today, but at the time it was. The last X film I remember seeing advertised in newspapers was "Caligula" ('81?), & was the talk of the video stores at the time. Horror fans were irked that "Scanners" got an R rating & there was much yearning for something between PG & R. "Gremlins" & "Indiana ...Temple of Doom" helped get the PG-13. And let's not forget that "Friday the 13th" ('80) so appalled folks that horror flix after it tried to be more gory, but John Lennon's death was seen as influenced by horror movies, so they became quite anemic (Terror Train, My Bloody Valentine, Happy Birthday to Me, etc.). Go figure.
No wonder the G Rating is not used anymore even the ESRB is better than the MPAA because they did not forget about the E Rating just like the MPAA G Rating.
Here's my take on nudity. If it's artistic, casual, and otherwise, non-sexual, I believe it could be shown in G rated movies. The problem is most people find such material offensive, which is why harmless non-sexual nudity often goes into the PG-13 or R category. If I was part of the MPAA, movies depicting nudity in a non-sexual setting, regardless of how much or little is shown, would get a G rating from me. There's a *BIG* difference between people being casually nude on-screen and a graphic sex orgy shown on-screen. If people can't tell the difference between non-sexual and sexual nudity, then there's definitely something wrong with the human race. Sure, you could say, "I don't want my son/daughter/children to see naked people!" Fine. Don't let them see the movie. I won't tell you how to raise your kids. I will say that if I had kids, I would rather they see a movie depicting nudity in non-sexual settings than people being graphically killed in ways that make even my adult stomach heave.
That's why I said if I was a part of the MPAA, non-sexual nudity would get a G rating. Of course, content such as language, sexuality, violence, and gore would get stronger ratings. My point is that non-sexual nudity should be allowed in G rated films and films that contain it should not alter their ratings. For instance, you know how violence and language will usually pass in PG and PG-13 rated films (unless either one is extreme or persistent)? What happens when nudity is involved in such films? With few exceptions, they are given R ratings.
I just looked on the back of my copy of the 2018 Queen Biopic, "Bohemian Rhapsody" and you'll never guess the reason the MPAA gives for sticking it with the PG-13 rating. Ready? The reason the MPAA gives for rating "Bohemian Rhapsody" PG-13 is and I quote "Thematic elements (What?!) , Suggestive material(Um...ok), Drug content (understandable) and language (Oh come on! Name ONE SCENE where one of the characters swear! And even if it happened it would have been a BRITISH profanity.)
I still can’t believe Taken is Rated PG-13 despite the fact that it is EXTREMELY Harsh violence including blood stabbing shooting Bloody Fist Fights a torture scene which includes Liam Neeson electrocuting a mans testicles, a plot which revolves around young women being sold into sex slavery and raped, drugged and it has frequent swearing throughout the Entire Film!!!😂🤣🤣 Seriously how the hell was that film not Rated R??? It literally crossed the Line of every limit a PG-13 film can hav and it still somehow got away with it😂😅😄
Nothing wrong with CARA's rating system. What I don't like is how the national theaters chains are bound by agreement with the MPAA to not show NC-17 or unrated movies. At a time when we have fewer and fewer independently owned theaters because of small profit margins and rising rents, chains like Regal and AMC are the only places many can go to see movies. So in many places in this country people are missing out on great movies and filmmakers are missing out on audiences that will appreciate their work. MPAA needs to come off that rule and allow film to be seen.

I’ve understand how movies are rated for example Dead pool is rated MA 15+ here in Australia but in the US it’s rated R due it being very violent and gory I don’t understand why it isn’t rated R in Australia
Oh, I have to add that studios usu. wanted their movies to be "R" b/c they made more money ("forbidden fruit is always best...."). I don't know what the ratio is now, but 69% of all films released used to be R. "Jaws" would be R today, for instance. The PG-13 is likely seen as more marketable, so horror flix get that now. Filmmakers used to just have someone say some bad words to get that R rating (Clint Eastwood's The Enforcer is a great example, w/a sexual discussion about a lighthouse).
The ratings G, PG, PG-13, and R are very common meaning there are a lot of those. NC-17 rating is rare meaning there are not that movies out that with that rating.
That's not "breaking the rules", because that was the year the MPAA first came into existence, so they hadn't developed their ultimate philosophies of what constituted G-level material and PG-level material at that point ... In 1968, the MPAA had not developed their [flawed, but understandable] Catholic-oriented standards, which I respected during the 1990s growing up with the Disney Renaissance. The rating system was almost perfect in the 1990s, even if there were still a few misratings (like Disney's Hunchback), that was when Disney couldn't just buy a G rating when the MPAA originally intended to rate PG, Disney had to BEG for a G rating in the 90s.
@mtndewisawesome3951 - You also forgot about profanity (Heston yells: "YOU MANIACS!! YOU BLEW IT UP!! G--DAMN YOU!! G--DAMN YOU ALL TO HELL!!!") along with violence and gore. During the hunt, many humans are captured and/or killed with bloody results. Heston's character, in particular, has a blood-spurting neck wound (it's a wonder how he survived). One of the crew from the spacecraft they used to arrive on the planet becomes a gross corpse. Heston's friend has his brain cut out with the visible scar on the side of his head. Heston's other friend was killed in the initial hunt and turned into an exhibit with ghastly eyes. Why do people ignore violence and make a big deal about very brief (and non-sexual) nudity? You're not the first to mention nudity in this film while overlooking the *OTHER* content. Do I have to keep reminding everyone who mentions nudity while ignoring violence? Sheez!

I does not make sense that 16 years old (in some places) is the age of consent but a 16 year old can not watch an R-rated movie alone.

I think the problem is that the age requirement for an R rated movie alone is not law. Theaters don’t set the age of consent.

The ratings G, PG, PG-13, and R are very common meaning there are a lot of those. NC-17 rating is rare meaning there are not that movies out that with that rating.

NC-17 was originally known as X. So the current rating system was used before 1990. I also think you can't swear in PG.

That's not "breaking the rules", because that was the year the MPAA first came into existence, so they hadn't developed their ultimate philosophies of what constituted G-level material and PG-level material at that point ... In 1968, the MPAA had not developed their [flawed, but understandable] Catholic-oriented standards, which I respected during the 1990s growing up with the Disney Renaissance. The rating system was almost perfect in the 1990s, even if there were still a few misratings (like Disney's Hunchback), that was when Disney couldn't just buy a G rating when the MPAA originally intended to rate PG, Disney had to BEG for a G rating in the 90s.
@mtndewisawesome3951 - You also forgot about profanity (Heston yells: "YOU MANIACS!! YOU BLEW IT UP!! G--DAMN YOU!! G--DAMN YOU ALL TO HELL!!!") along with violence and gore. During the hunt, many humans are captured and/or killed with bloody results. Heston's character, in particular, has a blood-spurting neck wound (it's a wonder how he survived). One of the crew from the spacecraft they used to arrive on the planet becomes a gross corpse. Heston's friend has his brain cut out with the visible scar on the side of his head. Heston's other friend was killed in the initial hunt and turned into an exhibit with ghastly eyes.
Why do people ignore violence and make a big deal about very brief (and non-sexual) nudity? You're not the first to mention nudity in this film while overlooking the *OTHER* content. Do I have to keep reminding everyone who mentions nudity while ignoring violence? Sheez!
