I think I already know the number 1 pick. Martinez was such a torn on Victor's side, a mirror of darkness that takes influence from both Lance and Vic's character arcs. It amazes me how a former soldier with no organized crew (At least, not officially, as Martinez' men are hired criminals, most likely.) managed to sustain connections and make moves and on top of that, was under DEA protection and somehow managed to escape the FBI's protection and likely use that money to fund a war against the Vance crime family. Martinez was very powerful, but to this day, I never really understood his motives as he could've easily escaped Vice when Diego's building was attacked but chose to back him up and fight against a man he knows utterly despises him. That takes some courage, which Haines and Tenpenny seemed to lack sometimes. I think that Martinenz' ability to try have Lance killed, associate with the Mendezes, make moves, his knowledge of Diego's hideout all show his connections and tenaciousness, despite fighting a strong enemy. Martinez was very elusive, even for the lowest-ranked antagonist in terms of power in the government, power which he discards, and still, he's a consistent threat from beginning to end, like Tenpenny for the most part, Catalina, Dimitri, Billy and others I may have not included. My point is, Martinez was an excellent foil to Vic, and ironically, I won't be surprised if Vic's success poisoned Martinez' fear of retaliation, like Smoke and Catalina, or Dimitri and Salvatore, who were all paranoid about the protagonist going after them, or just paranoid in general, like Faustin, Salvatore to an overwhelming extent and Bulgarin to a similar extent.
Yeah, I agree, no doubt. 2nd place spot is perfect for Mr. Jerry Martinez. It's even more tragic because of the huge toll it took on Victor and he had to pay a huge price. Vic actually lost EVERYTHING. He outlived all his enemies, but died doing the very thing he was against.
My ranking of 3d universe villains is 6 massimo torini ( gta liberty city stories) 5 catalina ( gta 3 ) 4 Vinnie ( gta advance) 3 sonny forelli ( gta vice city) 2 jerry martinez ( vice city stories) 1 frank tenpenny ( san andreas)
Currently replaying Liberty City stories and vice City stories on PSP I'm almost finished with both games it's just I've been slacking
