That's not the claim though... the claim is that Congress are the only ones able to prosecute a President (former or current).
The claim does have some merit, as Congress are the only ones able to impeach a sitting POTUS, and thus revoking presidential immunity.
As a general rule, presidential immunity applies to anything that the President does *in their capacity as POTUS,* The unsettled question is whether it extends beyond the duties of the presidency to the actions of the President as a private citizen.
That's why the Republicans are going after Biden _in Congress:_ because according to their own claim, that's the only place they can do it.
