I think it's actually kind of a necessity for the ranked mode, and it's entirely in keeping with the "theme" of the game. While we can argue all day about the exact timings and how long bases should last, I strongly believe this game's strength is in the diversity of level designs, and you don't get that kind of diversity if everyone builds one map and it generates a recurring income forever. Plus, it limits maps in rotation to players who are actively playing the game, which in my opinion is entirely a positive thing.
I probably should have used a different word there - "meta" can have multiple meanings in this case; this is more background information about building. What plots to select, how difficulty works, that sort of thing. There is effectively no "meta" in the gaming sense for maps, that is a defined way of laying out traps and guards that's simply better than anything else. That's not really something you want to exist in a game like this, so I'm happy it doesn't.
