Dio gets seduction no-diff+IQ and EQ even without a stand Stardust Crusders DIO is an amazing fight and a tactiton he only lost due to his hubris to challenge his enemy face on and delay instead of just killing them all a more serious dio would easily be able to overcome almost anyone with resistance to time manip since he's just that intelligent and self aware, Dio loses not to the enemy but to himself he's smart enough and strong enough to out do anyone who goes after him he's too cocky to beat someone physically comparable to him though.
