No, it can't be done. The concentration of all Federal funding of research projects in the USA through the desk of the head of the NIAID is a fundamental problem. That position has far too much power. These agencies need to be torn apart and the federal grant approval process needs to be decentralized. We have a real problem with DARPA exercising influence and control over what are ostensibly civilian research projects. The Pentagon and the Intelligence Community need to be firewalled off from the civilian research grant approval process. Those btards have their own black budgets. They have no legitimate business directing the civilian research funding process too.

A major redesign and retrofit of the facility was undertaken by the Chinese in order to site a vivarium in this building; which was a clear signal that their actual use was fundamentally different than the design case that the French had undertaken with them in partnership. The French government allerted the CDC, the WHO, and the HHS to these design and construction changes at the WIV, and to what they had observed as flagrant violations of standard safety protocols at the WIV. These warnings were ignored. The Chinese military (PLA) have always been involved in the management of the WIV. After the outbreak in Wuhan, the pretense of a public private partnership was abandoned and the WIV officially became a military installation. In fact, it always was intended to be a bioweapons research facility. The civilian research ruse was used to secure funding, technology, and material that would never have been handed over to an overt bioweapons facility. The WIV also had and presumably still does have partner facilities where vivisection is undertaken under very lax SOP's. If the intention was LIHOP (Let It Happen On Purpose), then this would be the perfect vector to ensure that containment would be lost on a pre-defined schedule. Follow the money. Such a leak would have been practically impossible in the lab that was designed and built by the French. Repurposing the WIV by adding a vivarium and then outsourcing dissection of dead bats to other facilities was a transparent LIHOP strategy. Rand Paul knows all of this. He is play acting.
