No self respecting Italian would ever use Oxtail to make tomato gravy. You use Sausage, center cut pork chops, and/or brasiole. Never Oxtail or pork neck. And you only add meatballs near the end of you are using meatballs in your recipe.

San Marzano tomatoes, of course - this is a very simple and basic traditional "gravy" recipe - easy to do
You don't add spice,.because the meat favors the gravy...That is one of the reasons it is called gravy.
