Outside of victory road . Around that white platform where you battle your rival . You will see a shadow in the air and a pokemon will swoop down to attack you .it will either be a fearow or a hydreigon. If you don't get hydreigon, go into the cave and come back out and go to that pokemon shadow until hydreigon appears. Good luck ! forks for watching !
