it's a technique used to create more low end. Stick a microphone under the blanket and you'll get a nice low thump sound that you can blend in with your main kick mic. It's NOT used to isolate the kick mic,

Are you using a kick drum mic for your floor tom?
Yes, It's common practise as it picks up more of the low end
Sound guys use the kick mic's for bass guitar amps too..

I'm guessing it's there so the bass mic wouldn't pickup the symbals or anything else than the bass drum.
