1) what if i wanna go to Secret Beach and spend the whole day there chilling out? how's the transpo situation? can i just stand by the highway and wait and hail provincial jeepney?

It is very difficult to get provincial jeepney or bus. You can get there by hiring a tricycle from General Luna. Or you can rent a motorcycle for 400 pesos per day.
