A lifeguard is legally responsible to minimize loss of life within the area they are responsible. That means the OD who is unconsious non-breathing and certain to die without first aid is more important than a missing person, especially a 14yo with (presumably) some capacity to fend for themselves.
The lifeguards have a list of priorities. The girl that had the OD, even if it was her fault, is the highest priority because she is at risk of death. The kid is next because he has the possibility of death and the guy with a dislocated shoulder is least priority. They must try and help every person regardless of if whether or not they think they deserve it.
The lifeguards do a great job of juggling multiple things all at once. Are you a pro at multitasking?
