Riker helpfully gives the exact source which we know is going to be either a phase shift, frequency modulation, power fluctuation or feedback loop which are the common sources of all problems in all episodes. Then Data describes the solution. Apparently they had a meeting off screen to decide how to choreograph this description of the problem to themselves.
They tone it down for TV but those consoles have literally megawatts of energy flowing through them. Presumably he was a crispy critter. Also Data can Presumably feel A fib of V fib via touch if not bioelectricty. If data says he's dead I'm talking my word for it.
Got to love the security in Federation weather stations. Guy can waltz in there and just start taking apart systems under a computer work station. All while two uniformed, armed officers are off chatting in front of another screen. Wow.

I'm not sure which is funnier- That someone spends the time, resource and labor to recreate Scotland on an alien planet, that the "Power transfer beam" is coming from the phaser emitter strips and looks exactly like a phaser with different sound effect, or Worf saying with a perfectly straight face that "The temperature in Ten Forward has dropped below freezing." Several square kilometers of interior volume, 20 decks, thousands of rooms... yet Ten Forward is the thing they care about. Its not even the only bar on the ship.
A guy gets a blast of electricity and just dies. The most sophisticated AI in the universe decides that's it instead of trying a little CPR to see if he can restart the heart and save his life.
Those whether issues are a critical emergency. How quickly could the entire crew freeze/die if it got subzero or suddenly got 200 degrees for a few minutes only

Yup, your heart stops after being electrocuted. That's what CPR or defibrilators are for. Not just pronouncing the person dead after 3 seconds of checking pulse.
